HQ Military Lands & Cantonments Tender: On‑grid/Hybrid Solar PV Systems (Ref P91661)

Issuer: Headquarters Military Lands & Cantonments (Director CIMLA). Reference: P91661. The Headquarters has reserved funds for FY 2026-27 and invites e-bids for engineering, procurement, construction, installation, testing, commissioning and successful completion of on-grid/hybrid Solar PV systems at six cantonment boards.

Procurement method: Single Stage–Two Envelope using Quality and Cost Based Selection (QCBS) in accordance with the Public Procurement Rules, 2004. Bids must be submitted electronically via the e-Pak Acquisition and Disposal System (EPADS v2.0). Manual submissions will not be accepted.

Bid security: Bids must be accompanied by the bid security amount described in the Bid Security section of the Bidding Document in the form of Call Deposit, or bidders may submit a bid securing declaration in the format specified in the Bidding Documents.

E-bidding documents, containing detailed terms, conditions, specifications and requirements, are available on EPADS v2.0 for registered bidders. Interested bidders must register on EPADS v2.0 (vendors.epads.gov.pk). A grievance redressal committee (GRC) has been notified in terms of Rule 48 of the Public Procurement Rules, 2004; notification copy is available from the issuer.
