Issuer: Government of Pakistan, Ministry of Railways. Purpose: Request for Proposals (RFP) from reputable national or international consulting firms/consultants (individually or in consortium) for Third Party Validation (TPV) services of selected PSDP projects.
Eligibility & key requirements: Firms must be registered with Income Tax and be on the Active Taxpayer List (ATL) of the Federal Board of Revenue (FBR). Firms must possess requisite qualifications and relevant experience. The procurement will follow a Single Stage – Two Envelope procedure (technical and financial proposals). How to apply: Interested firms must submit separate Technical and Financial Proposals for one or more projects as per the published ToRs. Submission shall be made electronically through the e-PAK Acquisition and Disposal System (e-PADS) and, in addition, one hard copy each of the Technical Proposal and Financial Proposal (in separately sealed envelopes placed inside a single outer envelope) must reach the Office of the Director General (Planning), Office No. 104, First Floor, Block-D, Pak Secretariat, Ministry of Railways, Islamabad by the prescribed deadline.
Important dates: Pre-bid meeting: 2026-08-31 at 1100 hours at the Ministry of Railways, Islamabad. Proposal submission deadline (closing): 2026-09-08 at 1100 hours. Technical proposals will be opened on 2026-09-08 at 1100 hours in the presence of bidders' representatives who choose to attend.
