SECP Request for Bids: MS Exchange Server Subscription Edition Licenses & User CALs

Issuer: Securities and Exchange Commission of Pakistan (SECP).

Purpose: SECP invites sealed bids for the procurement of Microsoft Exchange Server Subscription Edition (SE) licenses and User CALs for the fiscal year 2026–27 (Procurement reference quoted in the notice).

Procurement method: Single Stage – One Envelope using Latest Cost Based Selection (LCBS) in accordance with the Public Procurement Rules, 2004 and related regulations and guidelines.

Bid security: All bids must be accompanied by a Bid Security as specified in the bidding documents. Bids must be furnished in the form of a Pay Order or accompanied by a bid securing declaration in the format specified in the bidding documents.

Submission and registration: E-bids must be prepared in accordance with the instructions in the e‑Bidding Documents and submitted only through EPADS v2.0. Manual/physical submission of bids will not be accepted. Bidders not registered on EPADS v2.0 must register on the system prior to submission (vendors.epads.gov.pk).

Key deadlines: E‑bids must be submitted on or before 2026-09-09 at 14:30; bids will be opened on the same day at 15:00 (local time).
