Tender: Hire Testing Service Firm for Recruitment Examinations (BPS-07 to BPS-15) — Higher Education Department, AJK

Azad Government of the State of Jammu and Kashmir, Higher Education Department (HED) invites sealed bids from well-reputed registered Testing Service Firms to conduct examinations/tests for recruitment against regular posts (BPS-07 to BPS-15) of the Higher Education Department AJK under a single-stage two-envelope Quality Cost Based Selection method.

Key requirements and conditions:

- Bidding documents are issued on submission of a written request and payment of the prescribed fee. Documents may be obtained up to September 08, 2026 (04:00 PM) from the Secretary HED office.

- Only firms with at least five years’ relevant experience in recruitment testing for government/semi-government organizations are eligible. Documentary evidence required.

- The firm must not have been blacklisted by any government entity; an affidavit on stamp paper signed by the authorized head of the firm is required.

- Firms must possess valid NTN, relevant tax registrations and be on the Active Taxpayers List (ATL) of FBR/AJK & CBR.

- Submitted technical proposals will be opened in the presence of bidders or their authorized representatives; authorization must be supported by a valid authority letter on stamp paper.

- The selected firm will be responsible for testing arrangements including publication of advertisements, receipt and processing of applications, shortlisting, development and secure printing of question papers, conduct of examinations at all designated centers, assessment and preparation of results, record maintenance and any related assignments as agreed at the time of contract award.

- The successful bidder shall enter into an Open Framework Agreement with the Higher Education Department. The Department reserves the right to reject any or all bids in accordance with Rule 33 of the AJK Public Procurement Rules, 2017.
