Pakistan Navy (MES) — GE(N) Karsaz Karachi Notice of Tender for Multiple Repair & Allied Works

Issuer: General Engineer (Navy) Karsaz, Pakistan Navy (Military Engineer Services). Purpose: Pre-qualification of contractors/firms and invitation of sealed tenders for multiple repair, maintenance, decoration and allied water/electrical works at various Pakistan Navy locations (PNS Karsaz, Hanif SRE, Majeed SRE, NORE-IV, PNS Bahadur, PNS Jauhar, GKA zones, etc.).

Key deadlines and submission:

• Pre-qualification application deadline: 2026-09-25 (for pre-qualification of contractors/firms).

• Tender (sealed bid) submission deadline: 2026-10-05 by 11:30 Hrs. Tenders will be opened on 2026-10-05 at 12:00 Hrs.

Eligibility, deposits and documentation:

• Firms enlisted with MES in unlimited category or other government departments with relevant experience may apply.
• Contractors not enlisted with MES must submit documented evidence of similar works (last two years and ongoing), sponsoring agency/client details, contract amounts, completion periods, physical completion dates, percentage progress of ongoing works and performance reports.
• Earnest money: Contractors not enlisted with MES shall deposit 2% of bid amount as earnest money in Government Treasury or a scheduled bank of Pakistan in favour of GE (Navy) Karsaz and attach the treasury/bank receipt with the application.
• If a contractor not enlisted with MES is accepted, an additional security deposit of Rs. 300,000/- will be required as demanded by the accepting officer.
• Contractors not on MES approved list or those suspended will be required to deposit earnest money equal to 5% of the estimated bid cost (FDR/Deposit at Call, etc.) pledged in the name of GE (Navy) Karsaz; this earnest money is non-refundable if pre-qualified contractors fail to secure the contract.
• Enlisted contractors must also furnish lists of movable & immovable assets, skilled/unskilled personnel, machinery/equipment, bank statements, GST registration, NTN certificate and other supporting documents.
• The Accepting Officer reserves the right to accept or reject any or all applications in accordance with PPRA Rules.
