District Council Sialkot — Tender Notice for Rehabilitation Works (3 Packages)

Issuer: District Council Sialkot. The Council invites electronic bids from eligible contractors/firms through the Punjab e-Procurement System for rehabilitation works in Sialkot. Contractors/firms must be duly enlisted/renewed with the Pakistan Engineering Council (PEC) for the Financial Year 2026-27 and meet all eligibility requirements set out in the bidding documents.

Key submission and eligibility details:

- Submission method: Electronic submission only through the Punjab e-Procurement System (eproc.punjab.gov.pk). Physical bids or physical bid securities will not be accepted.

- Bid security: 5% of the estimated cost to be furnished only through a Digital Bank Guarantee (SWIFT MT760) using the PSID generated from the Punjab e-Procurement System. Successful bidder must also furnish a Performance Security of 5% of the contract price through SWIFT MT760 in accordance with Punjab Procurement Rules, 2014 (as amended).

- Deadline: Bids to be submitted electronically on or before 2026-10-03 at 11:00 AM. Bids will be opened electronically on the same day at 1:30 PM in the office of District Council Sialkot.

- Validity: Bids shall remain valid for 60 days from the date of opening.

- Other conditions: The contract will be awarded to the lowest evaluated responsive bidder in accordance with the Punjab Procurement Rules, 2014 (as amended). The Procuring Agency reserves the right to reject any or all bids, to increase or decrease the scope/quantity of work subject to budget availability, and to verify bidders' credentials and documents at any stage.
