Eligibility & procurement procedure

Procurement method: Single Stage – Two Envelope. Bidders must be registered taxpayers with the Federal Board of Revenue and relevant Income Tax departments and registered with Pakistan Engineering Council (PEC) in the required category and field/specialization for FY 2025‑26. Bidders must prepare and submit bids in accordance with instructions in the bidding documents.

Availability of documents & submission

Bidding documents and e‑submission are available on the NHA e‑bidding portal from 2025‑09‑28 until the closing date. All bids must be submitted online through the NHA e‑bidding system (www.ebidding.nha.gov.pk). Technical e‑bids will be opened on the bid opening date/time listed in the bidding documents (technical opening indicated on the portal).
