Ministry of Federal Education and Professional Training (M/o FE&PT), Islamabad invites Expressions of Interest (EOI) from eligible local consultants to support the Actions to Strengthen Performance for Inclusive and Responsive Education Program (ASPIRE). The assignment includes one Consultant on Education Policy, Planning & Reforms and two Young Professional Officers (YPOs) to support project activities, policy analysis, capacity building and stakeholder engagement.

Consultant – Education Policy, Planning & Reforms	1	Master's in education policy, public policy or related social sciences from a recognized university At least 20 years progressively responsible professional experience in public policy, education sector planning and reform Proven track record managing or contributing to donor-funded national/sub-national projects, policy analysis, institutional capacity assessment Experience in education research, assessments, evaluation and preparation of high-quality sector plans and policy documents	Substantial national and sub-national level experience preferred Experience working with federal and provincial governments of Pakistan will be given preference
Young Professional – Education/Training	1	Bachelor’s degree (minimum sixteen years of education) in Education, Public Administration, International Relations, Development Studies, Social Sciences or related field Up to one (1) year relevant professional experience; internships, traineeships or supporting project management roles considered Experience in field-based data collection, M&E, teacher training programs, curriculum review or quality assurance is an asset Excellent MS Word/Excel/PowerPoint skills; knowledge of R/STATA, Canva a plus	Preference to candidates with hands-on experience in education programming (e.g., out-of-school children, special education)
Young Professional – Partnerships, Stakeholder Engagement & Inclusion	1	Bachelor’s degree (minimum sixteen years of education) in relevant field (Education, Development Studies, Social Sciences, Project Management) Up to one (1) year relevant professional experience including internships, traineeships, or roles supporting project management, stakeholder engagement or partnerships Experience supporting meetings, workshops, consultations and stakeholder coordination desirable	Experience with government institutions, development partners or donor-supported projects is an advantage

Submission requirements: EOIs must be submitted by email or hard copy and must include CNIC, CV, cover letter and attested copies of experience certificates and academic credentials evidencing the required qualifications. Shortlisted consultants will be invited to submit technical and financial proposals per PPRA Procurement of Consultancy Services Regulations.
