| PEC Registration | Contractors/firms must be registered with Pakistan Engineering Council (PEC) in C.A category with appropriate specialization codes (examples shown: BC03 / CE10 / EE11 / ME02 / ME03). |
| Joint Venture | Joint venture between two Pakistani firms in the same specialization is not allowed. Civil contractors not registered as architects may associate with a consultant engineer/architect/town planner who is registered with PEC under required codes (e.g., 1201, 0531, 0532) and with PCATP in Category A‑1 and P‑3 (at least). |
| Blacklisting Affidavit | Original latest undertaking/affidavit on judicial paper stating the firm and its employees have never been blacklisted by any government, semi‑government, autonomous, or state‑owned organization and have no pending blacklisting cases. |
| Tax Status | Firms must be on the Active Taxpayers List (ATL) of FBR and registered with the Income Tax Department with a National Tax Number (NTN). |
| Late Submissions | Applications received after the due date will not be considered. |
| Employer Rights | The employer reserves the right to disqualify any firm for false or materially inaccurate information and to extend deadlines, cancel, or reject any or all proposals in accordance with PPRA Rules. |
