Pakistan Airports Authority — EoI for Consultancy: Organizational Transformation of PAA

Issuer: Pakistan Airports Authority (Planning & Development Directorate), Terminal-1, Jinnah International Airport (JIAP), Karachi.

Purpose: Expression of Interest (EoI) to shortlist national consulting firms/consultants for subsequent issuance of a Request for Proposals (RFP) to provide consulting services for the Organizational Transformation of Pakistan Airports Authority (PAA). Shortlisted firms will be invited to participate in the RFP process under Quality and Cost Based Selection (QCBS).

Eligibility & How to Apply: EoI is open to all national applicants who meet the eligibility requirements in the EoI documents. Interested applicants must obtain the complete EoI documents and submit applications electronically via the Pakistan Airports Authority e-procurement system EPADS v2.0:

Submission Instructions and Deadlines: Applications must be prepared in accordance with the EoI instructions and submitted through EPADS v2.0 on or before 2026-10-14 by 11:00 AM. Technical and financial proposals will be opened on the same day via EPADS v2.0 at 11:30 AM. Manual (physical) submissions will not be accepted. Applicants not yet registered on EPADS v2.0 must register at https://vendors.epads.gov.pk prior to submission.

Procurement Rules & Grievance: In accordance with Rule 48 of the Public Procurement Rules, 2004, a Grievance Redressal Committee (GRC) is notified for this procurement. GRC notification is available on the procuring agency's website and on EPADS v2.0.
