E-Procurement Tender: Framework Contract for PBM-Funded Medicines & Surgical/Orthopedic Items – Holy Family Hospital Rawalpindi

Purpose: Invitation for e-bids to establish a framework contract for PBM (Patient Benefit/Provincial Benefit Mechanism) funded day-to-day purchase of national and multi‑national medicines, surgical and orthopedic items for fiscal year 2026–27.

How to apply and key conditions:

- Bidding will be conducted through Open Competitive Bidding (Single Stage, Two Envelope) via e-procurement (e-Tendering). Bidders must submit electronic bids on the Punjab e-Procurement portals.

- Interested suppliers (medicine firms / pharmacies) must have a valid Pharmacy Retail Drug Sale License, be registered on the e-procurement system, be registered with Income Tax, Sales Tax and Professional Tax authorities, and be on the Active Taxpayers list.

- Bidding documents and further details are available on the Punjab Procurement Regulatory Authority website (https://ppra.punjab.gov.pk) and the Punjab e-Procurement portal (https://eprocure.punjab.gov.pk / https://eprocure.punjab.gov.pk/ViewTender.aspx). Response time is calculated from publication on the PPRA website.

- Bid security of 1% of the estimated cost (PKR 200,000) must accompany the bid in the name of Medical Superintendent, Holy Family Hospital, Rawalpindi, valid for 120 days. Acceptable forms: Call Deposit Receipt (CDR), Pay Order or Demand Draft from a scheduled bank in Pakistan.

- Bidders must quote discount rates (discount from retail/market price) as per bidding documents and submit best and final discounted prices in favor of needy patients.

- Taxes will be deducted as applicable under government rules. NTN and Sales Tax registration certificates must be provided.
