EOI: Outsourcing of 15 Government Civil Dispensaries — Khyber Pakhtunkhwa Health Foundation (Ref HF-036/2026-27)

Purpose: Expressions of Interest (EOI) are invited from eligible firms/consortia for outsourcing the management and operations of 15 Government Civil Dispensaries (CDs) located across Super High‑Risk Union Councils (SHRUCs) of Peshawar to strengthen continuity, quality and immunization services through Public‑Private Partnership.

Procurement overview and eligibility:

• The 15 CDs are grouped into three procurement packages. Each package is treated as a separate project; bidders must indicate order of preference using the prescribed EOI Form.
• Joint ventures/consortia are permitted subject to compliance with requirements. A firm or JV may submit only one bid per package; a JV member cannot submit a separate individual bid for the same package.
• All bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority.
• Procurement method: Single Stage, Two‑Envelope procedure in accordance with KPPRA Act 2012 and KP‑PPR Rules 2014. Technical proposals will be evaluated first; only technically qualified bidders' financial proposals will be opened.

• Completed EOIs and proposals must be submitted to the address below by the stated deadline. Late submissions will not be accepted.
