RFP: Provision of Bulk SMS API Gateway Services — Higher Education Department, Khyber Pakhtunkhwa

The Higher Education Department, Khyber Pakhtunkhwa (Section Officer, General) invites sealed bids from licensed telecom SMS gateway/aggregator providers and registered firms for the provision of Bulk SMS API Gateway Services (Transactional & Promotional). The contract is a one-year framework agreement (extendable up to two additional one-year periods), with estimated monthly consumption of approximately 100,000 SMS. Bidders must quote firm per-SMS rates separately for transactional and promotional categories and note that no minimum volume is guaranteed.

RFP documents are available on EPADS (https://kp.eprocure.gov.pk) and may also be downloaded from www.kppra.gov.pk and www.hed.gov.pk. Proposals (scanned) must be uploaded to EPADS by 2026-07-20 at 14:00; technical and financial proposals will be opened the same day at 14:30 in the Committee Room, Higher Education Department. A bid security of Rs. 500,000 in original CDR/DD/Banker’s cheque in favor of Section Officer (General), Higher Education Department, Peshawar is required. Bids by hand, post, courier, e-mail, or fax will not be accepted.
