KP Health Foundation EOI for Outsourcing Management & Operations of 37 Health Facilities (Ref. HF-037/2026-27)

Issuer: Khyber Pakhtunkhwa Health Foundation (KPHF). KPHF invites Expressions of Interest (EOIs) for outsourcing the management and operations of 37 health facilities across Khyber Pakhtunkhwa under a public–private partnership (Ref. No. HF-037/2026-27). The objective is to promote innovative healthcare delivery models, improve quality, accessibility and coverage of health services, and strengthen primary and secondary care through private-sector management arrangements.

Eligible Applicants: Local or international joint ventures (JVs) / consortia or single entities with requisite experience and capacity to manage and operate health facilities, subject to compliance with EOI document requirements and evaluation criteria. Each hospital/health facility will be treated as a separate project; applicants must submit one application per hospital/facility. An applicant participating as a member of a JV/consortium is not eligible to submit a separate individual application or participate through another JV/consortium for the same hospital/facility. Applicants must be registered with the relevant authorities as required by the EOI documents.

How to Apply: Obtain EOI documents (which include eligibility, evaluation criteria, forms and prescribed submission formats) from KPHF. Applicants must follow instructions and submit required documents and any applicable fees as per the official EOI package. EOIs submitted after the prescribed deadline will not be entertained.
