Issuer: Khyber Pakhtunkhwa Health Foundation (KPHF). Reference: HF-037/2026-27. KPHF invites Expressions of Interest (EOIs) from eligible and qualified firms/organizations, including joint ventures/consortia, for outsourcing the management and operations of 37 hospital/health facilities in Khyber Pakhtunkhwa through Public‑Private Partnership (PPP).
Scope: Management and operations of 37 designated health facilities across multiple districts of Khyber Pakhtunkhwa. Each hospital/health facility will be treated as a separate project; applicants must indicate their order of preference for the hospitals in which they are interested (using Form‑4 of the EOI documents).
Eligibility and key instructions:
- EOIs are invited from eligible and qualified firms/organizations, including joint ventures/consortia. Joint ventures/consortia are allowed but the terms in the EOI apply.
- Applicants must comply with the requirements, evaluation criteria and prescribed submission formats provided in the EOI documents. One bidder/applicant shall not be part of more than one applicant consortium for the same project.
- Applicants are required to be registered with the Khyber Pakhtunkhwa Revenue Authority (KPRA), as prescribed in the EOI documents.
- EOI documents, requisite experience and capacity forms, evaluation criteria and submission formats can be downloaded from the official website of Khyber Pakhtunkhwa Health Foundation.
- Late EOIs will not be entertained. KPHF reserves the right to reject applications/proposals in accordance with applicable laws and rules.
