Punjab Ring Road Authority EOI – Lease/Rent of Service‑Area Spaces on Lahore Ring Road

Punjab Ring Road Authority (PRRA) invites Expressions of Interest (EOI) for lease/rent of specified service‑area spaces/locations along the Lahore Ring Road (ROW) for the period of ten years with an option to extend for another term as per approval. Interested firms/companies/sole proprietors may submit bids under a single‑stage two‑envelope bidding procedure in accordance with Punjab Procurement Rules‑2014.

Eligibility & documentation

Applicants must submit documentary evidence of the following to participate in tendering:

• Valid legal entity registration with the Securities & Exchange Commission of Pakistan (SECP) or registration with the Registrar of Firms, as applicable.
• Undertaking that the applicant is not blacklisted by PRRA/PPRA.
• Valid tax registration/certificates from tax authorities.

Submission, fees & bid security

• Bidding documents containing detailed requirements, terms, and conditions are available at the office of Director Contracts, PRRA, on payment of Rs. 10,000/- (non‑refundable) against written application.
• Earnest money (as listed in the table) must be submitted in the form of CDR in favor of Punjab Ring Road Authority and delivered to the office of Director Contracts, PRRA before bid closing time.
• Technical and financial proposals must be submitted in separate envelopes (single‑stage, two‑envelope procedure). Technical bids will be opened first; financial bids of only technically responsive bidders will be opened subsequently.

Other important information

• Bids received after the specified closing time will be rejected. Bids will be opened on the same day at the time stated in the presence of applicants or their authorized representatives who choose to attend.
• PRRA reserves the right to accept or reject any or all bids as per PPRA rules and to seek clarification or additional information during evaluation.
