The Inland Revenue Service Academy (IRSA), Lahore invites bids from pre-qualified bidders for a Framework Agreement for Technical Operations, Facility Lifecycle Management, Mechanical Supervision, Preventive & Corrective Maintenance, Water Quality Management, and Operational Administration of the Government-owned Natatorium.

Scope Technical operations, facility lifecycle management, mechanical supervision, preventive & corrective maintenance, water quality management and operational administration of the government-owned natatorium under a Framework Agreement.
Mandatory eligibility requirements
  • Valid Pakistan Engineering Council (PEC) license in Category C-04 or higher.
  • Registration with the Federal Board of Revenue (FBR) and the Provincial Revenue Authority (PRA) and active status on respective Active Taxpayer Lists (ATL).
  • Documented record of at least five (05) consecutive years of professional experience in technical operations, facility lifecycle management, operations & maintenance (O&M), mechanical supervision and preventive maintenance of government-owned facilities.
  • At least two (02) concurrently active O&M contracts executed within the last two (02) years awarded by Provincial/Federal Governments, Armed Forces, Autonomous Bodies or similar organizations.
Bid security 5% of the financial bid in the form of CDR/Pay Order in the name of Director General, Inland Revenue Service Academy.
Submission method Online submission through the e-Acquisition and Disposal System (e-PADS) / e-procurement portal (electronic single-stage, two-envelope: technical and financial proposals). Scanned documents to be uploaded in PDF format via the e-PADS portal.
