| Experience & Eligibility | Minimum 15 years' progressively responsible professional experience in procurement and supply chain management, including at least 5 years independently managing procurement for health-sector projects, hospitals, or public-sector organisations. Certification in relevant field preferred. Comprehensive knowledge of KPPRA Act, rules and regulations; government procurement procedures, contract management, financial regulations, procurement planning, tendering, inventory and supply chain management. Hands-on ERP procurement experience (SAP, Oracle, or equivalent) mandatory. Strong leadership, analytical, negotiation, report-writing and communication skills. Preference for PPP health-sector procurement/contract experience. |
