Scope: Supply of Manufactured Vehicles & Accessories. Bidders must be registered on the Electronic Public Procurement System (EPPS) of BPPRA and active on the FBR Active Taxpayers List. Firms must not be blacklisted. Eligibility requires assignments of similar nature and a turnover of PKR 1,200,000,000 in the previous three years. Foreign bidders using a local representative are permitted only if the local representative is empowered to execute the contract or sign financial bids on behalf of the principal.

Additional conditions: Offered aircraft model (where applicable) must hold a valid Type Certificate recognized by EASA, FAA or ICAO and comply with ITAR, EAR and EU dual-use requirements; entities and assets must be cleared of UN, OFAC and EU sanctions; documentation must conform to PCAA standards for import and state aircraft operation.

Procedure: Single-stage, two-envelope bidding. Tender documents (NIT & Bidding Document) available electronically via www.bppra.gob.pk and can be viewed on the EPPS. Bids must be submitted electronically through the supplier dashboard on EPPS.

Submission & opening: Electronic submission deadline: by 20 October at 06:45 AM (submit via supplier dashboard). Tender opening will occur the same day at 10:45 AM on the EPPS system.
