E-Tender: Rehabilitation & Improvement of Inspection Facilities — Rasul Headworks Division, Punjab Irrigation

Issuer: Executive Engineer, Rasul Headworks Division, Rasul (Punjab Irrigation Department). Single Stage-Two Envelope e-tendering is invited from contractors registered with FBR and Punjab PRA with at least five years' relevant experience (through frame work contract for financial year 2026-27, extendable) in accordance with the Punjab e-Tendering & Disposal System.

Key conditions and actions:

- Bid security (5% of estimated cost) must be uploaded electronically via the Punjab e-Procurement System. Only electronic bid security submitted through the e-Procurement System will be considered; physical instruments including Call Deposit Receipts (CDR) are not acceptable unless uploaded as required by the system.

- Contractors/firms must be registered with Punjab PPRA at www.ppra.punjab.gov.pk. Tender documents and detailed requirements are available on the Punjab e-Procurement website (eproc.punjab.gov.pk) and the Punjab Procurement Regulatory Authority website.

- After uploading bids on the e-Procurement system, participating firms must attend the office of the Executive Engineer, Rasul Headworks Division, Rasul on 2026-10-15 up to 11:30 AM for retrieval/announcement of quoted rates; opening will occur in the presence of bidders or their authorized representatives.

- Manual bids submitted by hand or through means other than the e-Procurement system will not be accepted. Conditional or incomplete bids are non-responsive. The procuring agency may reject all bids or proposals at any time under PPRA Rules.

- The lowest successful bidder will furnish a performance guarantee (CDR/Bank guarantee) as per PPRA rules. The successful bidder must mobilize within 7 days of issuance of the acceptance letter and will execute the agreement and provide a time-bound execution/activity schedule as required.

- All procurement will follow PPRA Rules, 2014 (amended) and applicable Finance and Irrigation Department instructions.
