Office of the Executive Engineer, Irrigation Division South Waziristan Lower, Sub Division Tank / D.I. Khan invites electronic bids (EPADS) from eligible firms/contractors under Khyber Pakhtunkhwa Procurement Regulatory Authority (KPPRA) Rules 2014 — Single Stage Two Envelope procedure. Submission & Bid Security: Electronic bidding is mandatory via the EPADS bidding system. Tender form and BOQ can be downloaded from the Irrigation Department website. A Call Deposit Receipt (CDR) in original is required as stated: contractors quoting up to 10% below the engineer estimate must submit 2% CDR (original); bidders quoting 10–20% below must submit an additional 8% CDR (original). Bidders submitting rates below 20% must submit differential amount and rate analysis along with stamp duty in the form of CDR (original) in the name of the procuring entity, delivered to the office before bid opening. Bids not meeting these requirements will be considered non-responsive.
Eligibility & Conditions: Registration with PEC and KPRA is mandatory. All applicable federal and provincial taxes/duties will be deducted as per government rules. The procuring entity reserves the right to accept/reject any or all bids by valid reasons. Other standard KPPRA notifications, debarring and blacklisting provisions will apply as per notification S.R.O (29)/Vol-I/40-2025-26 dated 29-10-2025.
