Eligibility and requirements: procurement under Balochistan Public Procurement Rules 2014. Bidders must have assignments of similar nature and complexity and a turnover requirement (stated as PKR 1,200,000 in previous years). Bidders must be on the Active Taxpayers List and possess Sales Tax registration where applicable. Bidding firms must not be blacklisted by any procuring agency. Joint ventures are not permissible. Local representatives used by foreign bidders must be empowered to sign contracts and be active on FBR ATL. Type certificates (where applicable) must be recognized by EASA, FAA, or ICAO; compliance with ITAR, EAR and EU dual-use regulations and clearance from UN/OFAC/EU sanctions is required where applicable.

Procedure: Single-stage, two-envelope bidding. Bid security must be furnished as a bank guarantee or deposit at call for the percentage indicated and addressed to the undersigned. Complete bidding documents and NIT are available electronically via the BPPRA/ePPS system. Complete bidding documents can be viewed and obtained online and must be submitted electronically via ePPS.

Submission and opening: Electronic bids must be submitted through the ePPS system by the stated deadline. Bids will be opened on the same day at 10:45 AM through the ePPS system.
