Key eligibility and requirements:
- Registered on the Electronic Public Procurement System of BPPRA.
- Active Taxpayer status required (ATL).
- Must not be blacklisted by any procuring agency.
- Minimum turnover and experience: previous annual turnover demonstrating financial capacity; specified threshold referenced as PKR 350,000,000 in preceding years.
- Registration with Pakistan Engineering Council (PEC) C-3 or above (up to PKR 500 million) with relevant specialized code CE04(W) — Irrigation.
- Bidders must have completed specified number and value of similar projects (including at least one head regulatory project in last 10 years with minimum 80% similar works and cost ≥ PKR 10 million).
- JV arrangements require agreement documentation.
