Scope	Assess achievement against performance targets, milestones and reform commitments; evaluate strategy adequacy and execution; validate underlying data; report achievements, partial achievements and gaps with evidence. Full Terms of Reference (TORs) available online.
Key eligibility & minimum qualifications	Firm registered in same business for at least 10 years providing advisory services. Substantive experience (minimum 10 years) in performance audits, institutional reviews, or operational and financial audits of public utilities or comparable infrastructure sectors. At least two similar assignments in the last 10 years, each with contract value not less than USD 100,000, preferably financed by multilateral or bilateral development partners. Demonstrated capacity across financial, technical, commercial, institutional, HR, IT, environmental & social, and legal/regulatory assessments; adequate resources and established offices. Firms may form joint ventures or associate with sub-consultants.
Selection method	Consultant’s Qualification-based Selection (CQS) in accordance with WB Procurement Regulations for IPF Borrowers (Fifth Edition, September 2023).
