FESCO Invitation for E‑Bids (E‑PADS) — Construction Works in Faisalabad & Sargodha (Bid Closing 2026-10-26)

Faisalabad Electric Supply Company Limited (FESCO) invites E‑Bids V2.0 from contractors registered with the Pakistan Engineering Council (PEC) and renewed for the year 2026‑27, with up‑to‑date PRA registration on National Competitive Bidding (NCB) basis under single stage – single envelope procedure in accordance with PPRA Rules‑2004 amended up to date. Bids are to be submitted through E‑PADS (E‑BIDS).

Key eligibility and submission requirements:

- PEC certificate renewed for 2026‑27 with the required category/specialization must be provided. Identity card of contractor / managing partner / director is required.

- Contractors must have completed at least two contracts of the same nature successfully as main contractor within the last ten years awarded by WAPDA / NTDC / DISCOs; the consolidated value of these contracts must be more than 40% of the estimated / BOQ cost.

- Bidder must be on the active taxpayer list (ATL) and will provide Income Tax Returns for the last three years.

- Contractors to register for Sales Tax with Punjab Revenue Authority. Average annual turnover should be at least half of the amount shown against the work during the last three years certified from audited financial statements.

- Bid Security: All bids must be accompanied by a bid security amounting to 5% of BOQ in favor of Project Director GSC FESCO Faisalabad from any scheduled bank of Pakistan, uploaded on E‑PADS and original Bid Security in an envelope clearly marked with Tender No. and title to be submitted to the office of Project Director GSC FESCO Faisalabad one day before opening date of E‑Bids. Bid security shall be valid 28 days beyond bid validity. The bid shall be valid for 150 days.

- Original bid security (Call Deposit Receipt) must be submitted one day before opening date of E‑BIDs; otherwise respective bid will not be opened. Tender rates and amounts should be filled in figures as well as in words. Tender documents should be stamped & signed.

- Bids will be opened at the office of Project Director GSC FESCO Faisalabad. FESCO reserves the right to reject any or all tenders as per applicable PPRA rules.
