Engineer-in-Chief (GHQ) — Pre-Qualification Notice for Construction and Consultancy Works (Deadline 2026-10-28)

Engineer-in-Chief Branch, GHQ (Military Engineer Services) invites applications for pre-qualification of firms/contractors/consultants and issuance of tender documents for construction and consultancy works at multiple locations. Pre-qualification will be conducted in accordance with clauses 13, 15 and 16 of PPRA Rules 2004.

Key eligibility and application requirements:

- Firms must submit credentials, work details, work orders, locations and pictures of completed projects along with satisfactory completion certificates.

- Eligibility includes registration with Pakistan Engineering Council (PEC) in Category C-2 or above in the relevant field, with validity up to June 2027.

- Firms registered with MES are preferred. Non-enlisted firms must provide 2% bid security (refundable).

- Firms must furnish list of personnel, bank statements, NTN certificate and income tax returns for the last three years. Electrical, mechanical and plumbing works/services must be registered with PEC in the relevant field where applicable.

Tender issue and submission:

- Only pre-qualified firms/contractors/consultants will be issued tender documents.

- Completed tenders must be received at Engineer-in-Chief's Branch, GHQ Rawalpindi by 11:30 hours on 2026-10-28. Bids will be opened at 12:00 hours on the same date.

- Incomplete applications will not be entertained. The Accepting Officer reserves the right to reject any or all applications under PPRA Rules 2004.
