Police Department Rawalpindi Tender: Framework Contract FY 2026-27 for Hardware, Prefab Cabins and Building Works

Issuer: Police Department (CPO Rawalpindi) / DIG City Police Officer, Rawalpindi. Purpose: Procurement under Framework Contract for Financial Year 2026-27 under Punjab Procurement Rules 2014.

Key instructions: Bidding will be conducted through Open Competitive Bidding (Single Stage-Two Envelope) as per Punjab Procurement Rules (PPRA) 2014. Interested firms/contractors must submit profiles including technical and financial bids separately via the Punjab e-Procurement System (eP) at https://eproc.punjab.gov.pk. Bids can be uploaded on 02-11-2026 up to 10:30 AM; Technical and Financial bids will be opened the same day at 11:00 AM in the presence of the procurement committee and participating firms.

Bid security: 2% of estimated cost must be submitted/released in e-procurement Punjab e-procurement System (eP) through PSID from a Scheduled Bank of Pakistan. All rates offered must be inclusive of all taxes and will remain valid until 2027-06-30.

Eligibility & documentation: Bidders must provide NTN and Sales Tax registration, professional tax and Punjab Sales Tax (where applicable), income tax return/certification on company letterhead and Police Character Certificate. Firms will follow e-procurement procedures and submit bids via the eP portal. The successful bidder will deposit a performance guarantee (20% of total contract value) through PSID in e-procurement and will be required to supply items within specified timelines; contract performance guarantee will be refunded upon successful completion and issuance of NOC from the Indenter.
