CDA Open Auction of Petrol Pump Sites on 20‑Year Rental Basis — Islamabad (13 Oct 2026)

Issuer: Capital Development Authority (CDA), Directorate of Estate Management-II. CDA invites registered Oil Marketing Companies (OMCs) / authorised dealers of OMCs for open auction of seven petrol pump / filling station sites on a rental basis for a contractual period of 20 years for construction, operation, management and transfer.

Auction date & time: 2026-10-13 at 10:00 AM. Venue: Jinnah Convention Center, Islamabad.

Eligibility & responsibility: Only Registered OMCs / authorised dealers may participate. The successful bidder will be responsible for construction, operation, management and transfer of the petrol pump/filling station and ancillary facilities at its own cost and must obtain all requisite approvals, licences and NOCs from CDA and other authorities.

Key terms & conditions: Sites offered as a single package through open auction on rental basis for 20 years. Successful bidder must obtain all required approvals and complete construction within the prescribed completion period. Monthly rent will be determined through open bidding and paid to CDA in advance; an annual rent escalation of 10% will apply. The concessionaire bears all costs for construction, development, utilities, statutory approvals, taxes, duties, licences, operation and maintenance. Use of sites restricted to approved petrol pump/filling station and ancillary facilities and must comply with CDA planning, building control and environmental requirements. Token money for participation: PKR 25,000,000.
