RUDA Invitation for Bids — Infrastructure Development of Ravi Left Promenade (RD 0+000 to RD 49+000)

Ravi Urban Development Authority (RUDA), Government of the Punjab, invites sealed bids under Single Stage Two Envelope (SSTEO) procedure for the infrastructure development of the 15 km Left Promenade along River Ravi (RD 0+000 to RD 49+000). Works include construction of a three-lane dual carriageway on the proposed upper promenade, embankment construction, electrification, drainage and ancillary works as per advertised specifications.

Key conditions and instructions:

- Payment terms: Payments for executed works shall be made on a 50% deferred payment basis in accordance with bidding document terms.

- Bidding will follow RUDA procurement regulations (as amended in 2026). Each bidder may submit only one bid (single or as a joint venture).

- Interested bidders may inspect and acquire bidding documents from the Office of the Executive Director, Engineering Wing, RUDA. A complete set of bidding documents can be purchased after five working days from publication upon payment of a non-refundable fee of Rs. 25,000.

- Bid security of the amount stated against each package must be provided in PKR in the form of a Call Deposit Receipt (CDR) or an irrevocable bank guarantee issued by a scheduled bank in Pakistan (foreign bank guarantees must be counter-guaranteed by a scheduled Pakistani bank) and must meet validity requirements stated in the bidding documents.

- Bids will be opened at 12:30 PM on the respective bid opening dates in the presence of bidders’ representatives who choose to attend.

- Bids must be submitted to the Office of the Executive Director, Engineering Wing, RUDA (RUDA Sub-Office 5-C, Muslim Town, facing the canal, Lahore) by the deadline indicated for each package.
