RUDA Invitation for Bids — Infrastructure Development of 15 km Left Promenade (River Ravi), Lahore

Ravi Urban Development Authority (RUDA), Government of the Punjab invites sealed bids under Single Stage Two Envelope (SSTE) procedure for infrastructure development of the 15 km Left Promenade of River Ravi (RD 00+000 to RD 49+000). Scope includes construction of a 3‑lane dual carriageway on the upper promenade, embankments, electrification, drainage and ancillary works as per approved specifications.

Payment for executed works shall be made on a 50% deferred payment basis in accordance with the terms and conditions set out in the bidding documents. Bidding will follow RUDA procurement regulations and applicable amendments.

Key conditions:

- Bidders must submit bids in accordance with RUDA procurement regulations and the bidding documents. Bids shall be submitted in sealed envelopes; each bidder may submit only one bid either individually or as a member of a joint venture.

- Interested bidders may inspect and acquire bidding documents from the office of the Executive Director Engineering Wing, RUDA, during office hours on payment of the prescribed fee. Bid security must accompany bids in the form and amount specified.

- Bid submission and opening shall occur at the locations and times stated in the bidding documents; if the opening day is a public holiday the opening will occur on the next working day.
