Re-Tender: Framework Supply & Repair Contracts — City Police Rawalpindi FY 2026-27

Police Department (CPO Rawalpindi) invites sealed bids for framework contracts for the financial year 2026-27 on FOB basis under the Punjab Procurement Rules 2014 (updated). Bids are invited from experienced, financially sound business enterprises registered with income tax and sales tax departments.

Bidding will follow Open Competitive Bidding (Single Stage–Two Envelope) procedure as per the Punjab Procurement Rules PPRA 2014 (amended). Interested bidders must submit separate technical and financial bids, upload profiles, and submit bid security equal to 2% of the estimated cost via the Punjab e‑procurement System (eP) through PSID from a scheduled bank.

Key instructions:

• All bids must be submitted online through Punjab e‑procurement: https://ep.punjab.gov.pk. Bidding documents are available at PPRA and Punjab e‑procurement websites.
• Submission deadline: 02-11-2026 up to 10:30 AM (bids to be uploaded by this time).
• Technical & financial bids will be opened the same day at 11:00 AM via the e‑procurement Acquisition & Disposal System in the presence of the procurement committee and participating firms' representatives.
• Rates must be inclusive of all taxes as prescribed by the government. All rates will be considered inclusive of GST/PST and all government taxes valid until 30-06-2027.
• Bidders must hold NTN, Sales Tax registration, professional tax registration, and provide Income Tax certification on company letterhead and a Police Character Certificate.
• Bidders must submit a performance certificate on stamp paper (PKR 3,000) declaring the firm is not debarred/defaulter or involved in criminal litigation.
• Successful bidders will deposit a performance guarantee of 2% of the total contract cost in e‑procurement PSID of the Scheduled Bank of Pakistan; it will be refunded on successful completion of the contract.
• The procuring authority reserves the right to reject any or all bids in accordance with Rule 35 of the PPRA Rules, 2014.
