RUDA Invitation for Bids — Infrastructure Development of 15 km Left Promenade (Two Packages)

Ravi Urban Development Authority (RUDA), Government of the Punjab, invites sealed bids under Single Stage Two Envelope (SSTE) procedure for infrastructure development works on the Left Promenade of River Ravi. The scope includes construction of a three‑lane dual carriageway on the upper promenade, embankment works, electrification, drainage and ancillary works as per approved specifications.

Payment terms: Payments for executed works will be made on a 50% deferred payment basis in accordance with bidding document terms.

Key conditions and instructions:

• Bidding will follow RUDA procurement regulations (as amended in 2026). Each bidder may submit one bid either individually or as a JV partner.
• Bid security must be provided as a bank draft/pay order or a bank guarantee issued by a scheduled bank in Pakistan (foreign bank guarantees must be counter‑guaranteed by a scheduled bank in Pakistan) and must be valid for 28 days beyond the bid validity period.
• Bidding documents can be purchased upon written application and payment of a non‑refundable fee of Rs. 25,000 (bank draft/pay order in favor of RUDA).
• Bids will be opened at the indicated times in the presence of bidders or their authorized representatives. RUDA reserves the right to accept or reject any or all bids as per procurement rules.
