RCB EOI: Rent Vacant Buildings for Healthcare & Allied Services in Rawalpindi Cantt

Rawalpindi Cantonment Board (RCB) invites Expressions of Interest (EOIs) from reputable individuals, firms, companies, healthcare organizations and investors for renting of vacant RCB-owned buildings to establish and operate healthcare and allied facilities.

Eligible uses include private clinics, diagnostic laboratories, day-care clinics, rehabilitation centers, gyms & wellness centers, pharmacies, training institutes for paramedical staff and similar allied facilities. Initial tenancy is 5 years, extendable for a further 5 years subject to satisfactory performance. Rent will be subject to an annual increase of 10% (or as prescribed in rental documents).

Eligibility and required documents:

• Pakistani individuals or registered firms/companies, trusts, NGOs or institutions.
• Valid CNIC / company registration certificate and NTN with active taxpayer status.
• Financial capability to establish and operate the proposed facility; relevant experience preferred.
• Not blacklisted by any government department, autonomous body or public sector organization.
• EOI must include: applicant profile, proposed utilization plan indicating intended use, relevant experience/credentials, proposed monthly rental offer, and copies of CNIC/registration certificate, NTN and other relevant documents.

Application procedure and important dates:

• Interested applicants may inspect the buildings during office hours after prior coordination with Rawalpindi Cantonment Board.
• Submit sealed EOIs clearly marked "Expression of Interest for Renting of RCB Building" (separate envelope for each building) to the office of the Cantonment Executive Officer, Rawalpindi Cantt.
• Submission deadline: 2026-10-28 by 11:30 hours. EOIs will be opened the same day at 12:00 hours in the presence of applicants or their authorized representatives.
• RCB reserves the right to accept/reject any or all EOIs and to cancel the process at any stage.
