RDA e-Tender: Framework Agreement for Rehabilitation/Repair of Roads in Rawalpindi

Rawalpindi Development Authority (RDA) invites e-tenders for a framework agreement for rehabilitation and repair of roads, footpaths, storm water drains, manholes and road marking at different Roads of City, Rawalpindi — Group-A: Road Work. Contractors registered with Pakistan Engineering Council (PEC) in the relevant category and having valid FBR and PRA registration may participate through the Punjab e-Procurement System.

Submission and bidding instructions:

- Tendering is through e-Tendering under Punjab e-Procurement System (https://ep.punjab.gov.pk). Contractors/firms must be registered on Punjab PPRA website where registration/procurement procedure details are available.

- Bids must be submitted on the Punjab e-Procurement System on or before 2026-10-29 not later than 12:00 p.m. Technical bids will be opened the same day on the Punjab e-Procurement System at 12:30 p.m.

- All intending contractors must submit Bid Security / Earnest Money equal to 2% of estimated cost. Payments must be made through the Punjab e-procurement System's Digital Online Payment (with BOP) in favour of the Deputy Director (Engineering), RDA, and required bid documents uploaded online by the closing time and date (physical bids or separate security instruments will not be accepted).

- The successful bidder shall provide Performance Security of 5% in the form of a Digital Performance Guarantee (e-Performance Guarantee) in favour of the Deputy Director (Engineering), RDA, Rawalpindi, within 03 months of successful completion of the contract.

- Bids will remain valid for 120 days. The procuring agency may reject all bids or proposals at any time prior to acceptance under PPRA rules.
