EOI submissions must include a signed cover letter, firm profile, registration documents, details of relevant completed assignments (client, assignment scope, implementation period, geographic coverage, sample size), sampling methodology, data collection technology, documentary evidence of claimed experience, staff arrangements and field deployment capacity. Shortlisted firms will be invited to submit technical and financial proposals; technical and financial proposals are not required at the EOI stage. Key experts will not be evaluated at the shortlisting stage.
