REDAMCO Invitation to e-Bids for Lease of Railway Land Plots in Rawalpindi & Islamabad — Deadline 2026-11-02

Railway Estate Development & Marketing Company (Pvt) Ltd (REDAMCO), a subsidiary of the Ministry of Railways, invites electronic bids (Single Stage, Two-Envelope) through EPADS v2.0 for disposal/lease of railway land for mix-use commercial development including shopping plaza/market, corporate offices, retail and factory outlets.

Key terms: Lease period 21 years (extendable for another 21 years); annual increase in rent 8% compound; mobilization period 24 months from date of possession; building construction as per local construction byelaws. Bidders must pay one-time fixed benchmark commitment fee (non-refundable) and meet bid security requirements. Firms/companies and individual bidders must be registered with Federal Board of Revenue (FBR) and active on the Taxpayer List.

Important dates:

Pre-bid meeting: 2026-10-26 at 02:00 PM at REDAMCO Head Office (or via Zoom). Submission of bids through EPADS v2.0: on or before 2026-11-02 at 02:00 PM. Technical bid opening: 2026-11-02 at 02:30 PM at REDAMCO Head Office.

Submission details and conditions: Electronic bids must be submitted via EPADS v2.0. Manual bids will not be accepted. Separate bid and bid security required for each plot. Incomplete or conditional bids and bids without required security will be rejected. REDAMCO reserves the right to accept or reject bids in accordance with PPRA rules.
