Issuer: Chief Scientist, Citrus Research Institute, Sargodha. Framework Contract — Tender #05ROCSIP26 for lining of water channels for irrigation during FY 2026-27. Sealed bids are invited through the Punjab E-Procurement System from bidders with valid NTN/STRN, Punjab Sales Tax Registration (where applicable), and listed on the FBR Active Taxpayers List (ATL).

Procedure and key conditions:
- Single Stage - Two Envelope bidding as per Punjab Procurement Rules, 2014 (as amended).
- Bid security at 4% of the estimated cost must be submitted electronically through the Punjab E-Procurement System in favor of the Chief Scientist, Citrus Research Institute, Sargodha. No physical financial instruments (CDR, PO, Bank Guarantee) will be accepted.
- Bidders must bid for the entire (100%) quantity. Conditional or incomplete bids will not be accepted. Evaluation and comparison of bids will be carried out as a whole.
- Prices should be final and inclusive of all applicable taxes, freight, installation and commissioning; no price negotiations will be allowed.
- The Agriculture Department may reject all bids at any time prior to acceptance by invoking Rule 35 of the Punjab Procurement Rules, 2014.
Submission and opening:
- Submission deadline: 2026-11-12 at 11:00 hours (bids submitted via Punjab E-Procurement System).
- Late bids will not be accepted. Bids will be publicly opened through the Punjab E-Procurement System at 11:30 AM on the same day at the committee room of Citrus Research Institute, Sargodha.
