GIZ Pakistan, jointly financed by the European Union and BMZ, invites Expressions of Interest (EOI) from consulting firms to provide a Decarbonization of SMEs service using an ESG (Environment, Social and Governance) based management model. The assignment aims to decarbonize targeted export-oriented small and medium-sized enterprises (SMEs) across Textile & Apparel, Leather, Surgical & Medical Instruments, Rice Processing and Sports Goods sectors, with special emphasis on women-led or women-benefitting enterprises.
Key program expectations include awareness and institutionalization of ESG management models, SME assessments, change management, technical coaching, implementation support, validation and development of practical knowledge products. At least 20% of engaged SMEs should be women-led, employ women, or directly benefit women.

| 1. Registration & Taxation | Valid firm registration in Pakistan, tax registration and active taxpayer status. |
| 2. Office & Project Manager | Regional / liaison office in Lahore; Project Manager must be based in Lahore. Details of the Project Manager and office must be provided. |
| 3. Experience | Minimum 5 years overall experience in the private sector in relevant areas, including textile & apparel, leather, rice processing, surgical & medical equipment and sports goods. |
| 4. Technical Expertise | Experience and expertise in decarbonization and ESG topics, including consulting on decarbonization and ESG implementation. |
| 5. Relevant Projects | At least 2 similar projects completed in the last 5 years (one must be in the named target sectors). Short profiles of experts to be submitted. |
| 6. Financial Capacity | Combined financial turnover of at least PKR 75 million over the last 3 years, verifiable through filed income tax returns and verifiable financial documents. |
Submission requirements: Firms must submit a company profile with a table of contents and clear responses addressing each of the six requirements in separate sections, including evidence of relevant experience and successful project reports. Only relevant information should be included. Communications and documentation must be in English.
Selection process: Only firms meeting the EOI eligibility will be invited to submit a detailed Request for Proposal (RFP). Submission of an EOI does not guarantee inclusion in the RFP process; GIZ Pakistan reserves the right to accept or reject any submission without assigning reason.
