The Government of Sindh, Finance Department, Karachi, has issued Show Cause Notice No. FD(TR)02(03)/2011 to Mr. Adnan Bashir, Naib Qasid (BPS-01), under suspension at the Treasury Office, Karachi.
Exercising powers under Rule 4-A, read with Sub-Rule (3) of Rule 5 of the Sindh Civil Servants (Efficiency and Discipline) Rules, 1973, the Additional Finance Secretary, as the authorised officer, considers that sufficient grounds exist for disciplinary action on allegations of inefficiency and misconduct. The authorised officer has decided that an inquiry through an Inquiry Officer or Inquiry Committee is unnecessary and proposes to impose penalties prescribed under Rule 4.
| Ground | Details of Allegation |
|---|---|
| Habitual absence and disobedience | The Treasury Officer, Karachi, through letters dated June 6, 2026, and May 11, 2026, reported that Mr. Adnan Bashir habitually remained absent from duty without prior permission from the competent authority or lawful justification, demonstrating persistent disregard for official discipline and devotion to duty. |
| Misconduct during working hours | The Treasury Officer, Karachi, through a letter dated June 6, 2026, reported alleged consumption of drugs and alcohol during official working hours within the office premises. The notice characterises this as gross misconduct unbecoming of a government servant. |

Mr. Adnan Bashir is required to submit his reply or explanation to the undersigned within 14 days of receiving the notice, showing cause why the proposed disciplinary action should not be taken. Failure to respond within that period will result in ex parte action under the Sindh Civil Servants (Efficiency and Discipline) Rules, 1973. He may also indicate whether he wishes to be heard in person.
