BPPPA Quetta Digital Library and Knowledge Network DBFOT Tender 2026

The Deputy Commissioner Office, Quetta (West), Government of Balochistan, facilitated by the Balochistan Public-Private Partnership Authority (BPPPA), invites bids to design, build, finance, operate, maintain and transfer a Digital Library and Knowledge Network at Customs Area, Saryab Road, Old Levies Thana, Quetta.

The project will be undertaken through a Public-Private Partnership on a Design, Build, Finance, Operate and Transfer (DBFOT) basis. It includes upgrading and expanding the facility, with a renewable concession period of 15 years. Delivery will take place in three phases, entirely funded by the concessionaire.

Eligibility: Bidders must meet the basic eligibility criteria in the Request for Proposal (RFP). Each bidder, and each member of a consortium, must be registered in Pakistan as a non-profit organisation, company, trust or society, hold a valid National Tax Number with the Federal Board of Revenue (FBR), and be registered with the Balochistan Revenue Authority (BRA).

Each bidder or consortium member must have a clean record, with no conflict of interest, blacklisting, or failed or abandoned contract or refusal to sign a contract during the last five years. Technical qualification requires compliance with the RFP requirements for Financial Soundness, Experience of Bidder, Methodology, Work Plan and Presentation, and Key Professionals. A minimum technical score of 70 marks is required.

Bidding procedure: Procurement will follow National Competitive Bidding using the Single-Stage-Two-Envelope procedure under the Balochistan Public-Private Partnership Rules, 2026. Financial proposals of technically qualified bidders will be evaluated on a revenue-sharing basis. The highest revenue share offered to the Government, expressed as a percentage of gross revenue payable to the Government and subject to a minimum of 10%, will constitute the Best Evaluated Bid.

As the project originates from an unsolicited proposal, the Original Proponent holds the right to match the Best Evaluated Bid under the Balochistan Public-Private Partnership Act, 2025.

Submission requirements: Submit one bid comprising one original Technical Proposal and one original Financial Proposal, five hard copies of each, and one soft copy of each on USB, together with the supporting documents required by the RFP. Proposals must use the standard Technical and Financial Proposal formats provided in the RFP; bids using other formats may not be considered for evaluation.

Bid security: A security of PKR 3 million must be enclosed with the Technical Proposal. It may be furnished as a bank guarantee, call deposit receipt, pay order or demand draft issued by a scheduled bank in Pakistan in favour of the Deputy Commissioner Office, Quetta (West), Government of Balochistan. The security must remain valid for 28 days beyond the 90-day bid validity period.

Deadline and opening: Bids must be submitted by 11:00 AM PST on November 19, 2026. Technical proposals will be opened at 11:30 AM PST on the same day at the BPPPA office address below.
