PSBA Tender for Events Management at Sahulat Bazaars Across Punjab

Punjab Sahulat Bazaars Authority (PSBA), Government of the Punjab, invites electronic bids from firms for events management and related activities in Sahulat Bazaars across Punjab. Participating firms must be registered with the relevant registration authorities and tax departments or authorities, including Income Tax, Sales Tax and Punjab Sales Tax.

Procurement will be conducted through open competitive bidding using the Single Stage–Two Envelope (SSTE) procedure under Rule 38(2)(a) of the Punjab Procurement Rules, 2014, as amended, read with the Punjab Procurement Regulations, 2024, through the Punjab e-Procurement System (eP).

Complete bidding documents in English, including specifications, qualification and evaluation criteria, and terms and conditions, will be made available immediately upon publication. They may be downloaded free of cost until the bid submission deadline from the PPRA/e-Procurement portals and the PSBA website at https://psba.gop.pk/procurement.

Separate technical and financial bids, duly completed in accordance with the tender documents, must be submitted online through https://ep.punjab.gov.pk by the stated deadline. Bidders must register on this portal for electronic submission. Proposals must be uploaded as PDF files. Corrupt, unreadable or virus-infected files will be rejected. Late bids and bids submitted through any other method will not be considered.

A pre-bid meeting will be held on Friday, November 6, 2026, at 11:00 AM at the PSBA office, Plot 41-B, Civic Centre, M.A. Johar Town, Lahore.

Bidders should upload their bids well before the deadline rather than waiting until the final date and time. Successful submission through the e-Procurement portal is entirely the bidder's responsibility, and PSBA will not be responsible for submission-related issues. All bids must be accompanied by bid security in the name of PSBA, in accordance with PPRA rules, regulations and directions.

The PPRA procurement website is https://ppra.punjab.gov.pk/public_procurement. The tender was published on the Punjab e-Procurement System and PPRA on October 29, 2026. The response period is calculated from the publication date on the e-Procurement System or the posting date on the PPRA website, as applicable under the Punjab Procurement Rules, 2014.

If an official holiday falls on the bid submission or opening day, the next day will be treated as the closing date. PSBA management may reject all bids or proposals at any time before acceptance under Rule 35 of the Punjab Procurement Rules, 2014, as amended from time to time.
