Punjab C&W Tender for District Attorney Office-I Building Construction in Lahore

The Communication & Works Department, Government of Punjab, invites item-rate tenders for the construction of the District Attorney Office-I Building in Lahore under Rule 38, using the Single Stage Two-Envelope Bidding Procedure for financial year 2026–27.

Eligible contractors and firms must hold a Pakistan Engineering Council licence renewed for financial year 2026–27, in category C-4 or above, with specialized code CE-10. Contractors must produce the original PEC licence or certificate showing the relevant category and specialized code for qualification.

Procurement will be conducted under Punjab Procurement Regulatory Authority rules and procedures through the e-Procurement System developed by PITB at https://ep.punjab.gov.pk. Registered bidders can obtain the tender notice and tender documents, including detailed requirements, terms, conditions and DNIT, through the e-Procurement System and the PPRA website at http://ppra.punjab.gov.pk. Tender documents must be submitted online through the e-Procurement System only. Manual bids will not be accepted.

Bid security must be 5% of the bid amount and submitted through PSID in the manner prescribed by the e-Procurement System. Physical financial instruments, including Call Deposit Receipts, will not be accepted.

Bids will be opened through the e-Procurement System at the office of the Commissioner, Lahore Division, Lahore, by the respective Tender Opening Committee, in the presence of participating contractors or their authorized representatives who choose to attend. Representatives must hold an attested Power of Attorney. If the scheduled date falls on a holiday announced by the government or otherwise, the next working day will be considered for receipt and opening of tenders.

The procuring agency reserves the right to reject any or all bids or proposals before acceptance in accordance with applicable PPRA rules. Upon request, it will communicate the grounds for rejection to a supplier or contractor who submitted a bid or proposal, but is not required to justify those grounds.
