CDA Islamabad Tender for Hospital Lift Rehabilitation and Replacement Parts

The Capital Development Authority (CDA), Mechanical Division-II, invites electronic bids through EPADS for electrical and mechanical works at Capital Hospital, Islamabad. Bidding will be conducted through National Competitive Bidding on a percentage basis under the single-stage, one-envelope procedure.

Eligible contractors and firms must be enrolled with EPADS, hold a valid Pakistan Engineering Council licence with the appropriate category and ME-03 code, possess an electrical licence issued by the Electrical Inspector Islamabad for electrical and mechanical works, and have NTN and GST registration with FBR. Firms must have relevant experience and must upload evidence of at least three work orders from the last two financial years to EPADS.

Bid security must be submitted as a Deposit at Call (CDR) generated from the firm's account at any local bank. It must clearly identify the firm's name and be in favour of the Deputy Director, Mechanical Division-II, CDA. The original security must reach Room No. 1, Q Block, Pak Secretariat Building, Islamabad, before closing hours on 18 November 2026. Bids without the original bid security will be treated as non-responsive.

Bidders must submit a notarized affidavit on stamp paper worth at least Rs. 100 confirming that the firm or contractor is neither involved in litigation nor blacklisted by any government, semi-government or autonomous body in Pakistan. The affidavit must also acknowledge that incorrect or fictitious information or documents submitted for issuance of tender documents will make the firm liable to disqualification and legal action. Bids without this undertaking will be treated as non-responsive.

Submit bids electronically at http://eprocure.gov.pk by uploading a legible PDF file before the applicable closing date and time, in accordance with Rule 36(a) of the Public Procurement Rules, 2004. Hard-copy and manual bids will not be accepted. Detailed bidding documents, bidding data, terms and conditions, and the bill of quantities are available through EPADS.

Bids will be opened through EPADS at the office of the Director E&M (Maintenance), Room No. 05, Ground Floor, P Block, Pak Secretariat, Islamabad, at the scheduled date and time. Procurement committee members and bidders or their representatives may attend in accordance with PPRA rules.

CDA may reject all bids or proposals at any time before acceptance, and conditional bids will be rejected under PPRA rules. Bid security of unsuccessful bidders will be retained with CDA and released to the firm's account only after acceptance of the bid. If the scheduled date falls on a gazetted or occasional holiday, tenders will be opened on the next working day.
