Bid security is 5% of the estimated cost. Electronic bids must be submitted by 16 November 2026 at 11:00 AM and will be opened on the same day at 11:30 AM, in the presence of bidders or their authorized representatives who choose to attend.
Procurement will be conducted through the Punjab Public Procurement Regulatory Authority (PPRA) e-procurement system. All applicants must be registered on Punjab EP to participate. The lowest rates will be accepted through e-procurement after approval by the competent authority. Bidders must pay the bid security through online banking before uploading their bids at http://ep.punjab.gov.pk.
Bidding documents containing terms and conditions, requirements and specifications may be downloaded before the closing date and time from http://eproc.punjab.gov.pk/ActiveTenders.aspx and https://ep.punjab.gov.pk.
Each firm or bidder must attach a fresh affidavit confirming that it is neither blacklisted by PPRA nor currently in litigation. Under the single-stage, two-envelope procedure, only technically responsive bidders will qualify for opening of financial bids. Financial bids of technically non-responsive bidders will remain unopened in EP.
Separate bids are required for each lot, and bidders may participate in one or more lots. Bids must remain valid for 120 days. Conditional tenders will not be accepted. Tendered rates and amounts must be entered in both figures and words. Rates must be quoted item-wise and clearly; ambiguous or unfilled bids will be rejected as non-responsive. If the submission deadline falls on an official holiday, the deadline will move to the next working day.
The successful bidder must submit a performance guarantee under Rule 56 of the PPRA Rules 2014, in the form of a call deposit or bank guarantee from a scheduled bank. The guarantee will be returned after successful completion of the project. Under the Punjab Local Government (Works) Rules 2017, where the lowest bid is 5% or more below the estimated cost, the lowest bidder must deposit additional performance security from a scheduled bank, from 5% to 10%, including the call deposit submitted at the time of tendering.
The procuring authority may reject all bids or proposals at any time before acceptance under Rule 35 of the Punjab PPRA Rules 2014. The PPRA tender website is http://eproc.punjab.gov.pk/ViewTender.aspx, and the response period will be calculated exclusively from the date of publication on the PPRA website.
