SBBUVAS Tender for Equipment, Furniture and Appliances at Larkana Campus, Naudero

Shaheed Benazir Bhutto University of Veterinary and Animal Sciences (SBBUVAS), Sakrand, invites electronic bids through the SPPRA e-Pak Acquisition and Disposal System (e-PADS) from eligible contractors, firms, suppliers, manufacturers and authorized sole distributors for procurement and supply requirements at its Larkana Campus in Naudero. Manual bids will not be accepted.

Eligibility: Bidders must possess a valid National Tax Number (NTN) issued by the Federal Board of Revenue (FBR), valid sales tax registration for procurement of goods, and registration with the Sindh Revenue Board (SRB) for works and services. Registration with the relevant Chamber of Commerce and Industry is required wherever applicable. Bidders must meet all technical, financial and other eligibility criteria in the bidding documents.

Each bidder must submit an undertaking in the prescribed format confirming that it has not been blacklisted by any government department, autonomous body, semi-government organization or procuring agency.

Bidding documents and fee: Documents will be available on the SPPRA e-PADS portal according to the schedule and may be downloaded from https://portalsindh.eprocure.gov.pk. They will also be available on the university website at www.sbbuvas.edu.pk. A non-refundable fee of Rs. 3,000 for each tender must be paid through a pay order or demand draft drawn in favour of Shaheed Benazir Bhutto University of Veterinary and Animal Sciences, Sakrand, in the manner specified in the bidding documents.

Submission procedure: Bids must be submitted electronically through SPPRA e-PADS in the prescribed format by the respective submission deadlines. Procurement will follow the Single Stage–Two Envelope Procedure under the Sindh Public Procurement Rules, 2010, as amended. Technical and financial proposals must be submitted separately through e-PADS as required by the bidding documents.

Bid security: Each bid must include security equivalent to 5% of the estimated cost, furnished as a call deposit, pay order, demand draft or bank guarantee, or as permitted under Rule 37, in favour of Shaheed Benazir Bhutto University of Veterinary and Animal Sciences, Sakrand. The security must remain valid for at least 28 days beyond the bid validity period. Submission requirements are detailed in the bidding documents.

Validity and rejection: Bids must remain valid for 90 days from the opening date of the technical bids. Conditional, incomplete, unsigned or late bids, and bids submitted without the prescribed bid security, will be rejected in accordance with the bidding documents and applicable rules.

The procuring agency reserves the right to cancel the bidding process and reject all bids at any time before acceptance of a bid, subject to Rule 25 of the Sindh Public Procurement Rules, 2010, as amended.
