Kasur District Court Tender for Solarization of Ladies Bar Rooms in Kasur, Chunian and Pattoki

The District Development Committee, Kasur, invites item-rate tenders based on approved Detailed Notice Inviting Tender (DNIT) documents for solarization of Ladies Bar Rooms in Kasur, Chunian and Pattoki. Procurement will follow Rule 38, Single Stage Two Envelope bidding procedure, through the Punjab e-Procurement System developed by PITB.

Eligibility: Contractors and firms must be enlisted or renewed with the Pakistan Engineering Council for the current financial year in the relevant category and specialization code. The contractor must produce the original PEC licence bearing the requisite specialization codes. Contractors without the relevant specialization code will not be considered for further processing. All applicants and contractors must register on the Punjab e-Procurement System to participate.

Tender documents and submission: Detailed requirements, terms and conditions are available to registered bidders at https://ep.punjab.gov.pk and through the Punjab Procurement Regulatory Authority website, http://ppra.punjab.gov.pk. Tender and bidding documents are also available on the court website, Kasur.dc.lhc.gov.pk. Technical and financial bids must be separately enveloped, duly signed and stamped, and submitted through Punjab e-Procurement in accordance with the DNIT. Postal bids will not be accepted. Every uploaded bid page must be signed and stamped by the contractor. All pages must be readable; unreadable, partially unreadable or incomplete bids will be rejected. Bidders must complete all bid columns, including the amount of each item and the total bid amount at the end.

Earnest money: Bidders must submit earnest money equal to 5% of the estimated DNIT cost through a 1-Link bank transfer from any scheduled bank, using a PSID generated on the Punjab e-Procurement System. Bidders must also submit their bids through the PPRA e-procurement website, https://punjab.eprocure.gov.pk, before the tender opening date and time.

Performance guarantee: The successful bidder must furnish a performance guarantee equivalent to 10% of the work order or supply order value, either online through PSID generation or as an on-demand bank guarantee issued by any scheduled bank of Pakistan. The guarantee will be refunded upon successful completion of contractual obligations.

The procuring agency may reject all bids or proposals at any time before acceptance in accordance with PPRA Rules. Upon request, the agency will communicate the grounds for rejection to a supplier or contractor who submitted a bid or proposal, but is not required to justify those grounds. The response period will be calculated exclusively from the date of publication of the advertisement on the PPRA website. If the Government announces a holiday, or a holiday occurs otherwise, the next working day will be considered for receiving and opening tenders.
