DGOST Tender for Technology Incubation Center Equipment in Merged Districts

The Directorate General of Science & Technology (DGOST), Government of Khyber Pakhtunkhwa, invites sealed bids from eligible registered bidders for the project “Establishment of Technology Incubation Center in Merged Districts.” Procurement will follow the single-stage, single-envelope procedure under the Khyber Pakhtunkhwa Procurement Rules 2014.

Bid submission and opening: Completed, signed, stamped and sealed bids conforming fully to the specifications in the Bid Solicitation Document must be uploaded on EPAD by 26 November 2026 at 2:00 PM. Bids will be opened the same day at 2:30 PM at the Project Director’s office, Directorate General of Science & Technology, 1st Floor, Midway Building, Shami Road, Peshawar Cantt.

Bid security: Each bid must include security equal to 2% of the total cost of the financial proposal, separately for each individual lot, in the form of a Call Deposit Receipt or Bank Draft in the name of the Project Director, Directorate General of Science & Technology. The CDR must be uploaded on E-PAD, and its hard copy must reach the procuring entity before the closing date.

Bidding documents: Documents containing detailed descriptions, specifications and quantities may be downloaded from the Directorate General of S&T website at http://dost.kp.gov.pk or the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) website at https://www.kppra.gov.pk, from the date of publication until the bid submission deadline.

Pre-bid meeting: A meeting will be held on 16 November 2026 at 2:30 PM in the office of the Project Director, Directorate General of Science & Technology, 1st Floor, Midway Building, Shami Road, Peshawar.

Eligibility and supporting documents: Bidders must be registered firms in Pakistan with Income Tax / Sales Tax registration. Registration certificates, NTN and other related documents must accompany the bids. Bidders must be on the FBR Active Taxpayer List.

Bidders must attach an affidavit confirming that the items are branded, genuine, and neither refurbished nor altered. A further affidavit must confirm that the firm has not been blacklisted and is not involved in litigation with any provincial or federal government organization in Pakistan.

The competent authority reserves the right to reject any or all bids under Rule 47 of the KPPRA Rules 2014. Incomplete bids will be rejected outright.
