DHQ Hospital Khushab Tender for Laboratory, Blood Bank and Dialysis Items 2026–27

The Office of the Medical Superintendent, DHQ Hospital Khushab, Campus I and II, Health & Population Department, invites electronic bids for annual framework rate contract agreements for financial year 2026–27. Eligible bidders include suppliers, manufacturers and firms engaged in trading, registered with the relevant authorities, Income Tax and Sales Tax departments, and the e-Procurement System.

Bidding will follow the open competitive, Single-Stage Two-Envelope procedure under the Punjab Procurement Rules, 2014, as amended. English-language bidding documents containing detailed requirements and terms and conditions may be downloaded from the Punjab e-Procurement System, PPRA and procuring agency websites, including www.ppra.punjab.gov.pk and www.punjab.gov.pk.

Submission deadline: Electronic bids must be submitted through the Punjab e-Procurement System by 23 November 2026 at 11:30 AM. Bids will be opened through the same system on the same day at 12:00 noon. Only bids submitted through the government-established e-Procurement System will be entertained; manual bids will not be accepted.

Bid security equal to 2% of the estimated cost must be furnished electronically through the prescribed Digital Bid Security mechanism or PSID generated through the Punjab e-Procurement System (EPADS). Bidders must ensure that payment is successfully reflected and verified in EPADS before the closing date and time. Physical submission of a CDR, pay order or demand draft is not required where bid security has been successfully furnished and verified electronically. Bid security is subject to Rule 27 of the Punjab Procurement Rules, 2014, as amended, read with Rule 3-A relating to e-Procurement and applicable PPRA regulations and guidelines.

Bidders should quote their best and final prices, as negotiations are not accepted under PPRA rules. Taxes will be deducted under applicable government rules.

Bidders are advised to upload their bids well before the submission deadline rather than waiting until the final date and time. Submission through the Punjab e-Procurement Portal is entirely the bidder's responsibility.
