MCUT Dera Ghazi Khan Tender for Annual Fuel Supply 2026–27

Mir Chakar Khan Rind University of Technology, Dera Ghazi Khan (MCUT), a public-sector university, invites sealed bids from reputable, professional and financially sound petrol pump stations, authorized fuel dealers and fuel companies for an annual framework contract for petroleum, oil and lubricants (POL). Bidders must hold valid OGRA licences and FBR registration.

Bid reference: SFCY/PPC/SUPPLY OF FUEL/4/2026-27. Procurement will follow the Punjab Procurement Rules, 2014, as amended up to 2023, with transparency measures through Punjab E-PAD.

Tender documents, including terms of reference, may be obtained from the Office of the Director Purchase upon payment of a non-refundable fee of PKR 5,000 through a bank challan in the company's name, pay order or demand draft in favour of the Treasurer, MCUT DG Khan. Outstation firms requiring hard copies by courier must pay an additional PKR 500.

The single-stage, two-envelope bidding procedure will apply. Submit one package containing two separate sealed envelopes marked Technical Proposal and Financial Proposal. The submission instructions also require delivery by 11:00 AM on 10 November 2026 to the Director Purchase Office, MCUT, Sakhi Sarwar Road, DG Khan, with technical proposals opening the same day at 11:30 AM. Sealed envelopes must clearly state the tender title.

Technical proposals must include a refundable bid security of PKR 300,000, provided as a CDR, demand draft, pay order or banker's cheque in favour of the Treasurer, MCUT DG Khan. Unconditional or deficient technical proposals will be rejected. Only technically qualified and shortlisted firms will be considered for evaluation of their financial proposals.

The contract will be awarded to a technically and financially sound firm according to the university's evaluation criteria and PPRA rules. The university reserves the right to accept or reject any or all bids under the relevant PPRA rules.
