University of Education Lahore Tender for 200 kW Grid-Tied Solar PV System 2026–27

The Engineering Cell, University of Education, Lahore, invites item-rate tenders from engineering firms and contractors for the provision and installation of a 200 kW grid-tied solar photovoltaic system with an elevated mounted structure at its Township Campus, Lahore. Tender No. 04 relates to financial year 2026–27 and will be processed through the Punjab E-Procurement System under the applicable PPRA rules.

Eligibility: Participating firms and contractors must hold Pakistan Engineering Council registration for 2026–27 in Category C-5 or above, with the mandatory specialization codes EE03, EE04, EE06, EE11(i), EE11(ii), EE11(iii), EE11(vi), ME07 for general mechanical works only, and CE10. They must also hold valid registration with the Private Power & Infrastructure Board (PPIB), formerly AEDB, in Category C-2, and valid registration with SECP or AOP.

Registration and submission: Firms and contractors must be registered on the Punjab PPRA portal at www.punjab.eprocure.gov.pk. Registration information and procedures are available at ppra.punjab.gov.pk/e-procurement. All bids must be submitted electronically through the Punjab E-Procurement System. The 5% bid security must also be deposited electronically using the facility available in that system.

Bidding will follow the single-stage, two-envelope procedure under the Punjab Procurement Rules 2014, as amended, and is open to eligible bidders meeting the requirements of the bidding document. Bidders must upload a duly signed affidavit on the prescribed stamp paper with their bid documents. The procuring agency may require the successful bidder or any bidder to produce the original affidavit for physical verification at any stage of procurement.

E-bids will be opened under PPRA Rule 30(i) in the presence of bidders or their representatives. Submission of false information or documents will result in disqualification from the current tender and blacklisting from University of Education tendering. Recommendations will also be sent to PPRA and PEC for appropriate action and blacklisting.

The procuring agency may reject all bids or proposals at any time before acceptance under PPRA Rule 35. Tender information is available at http://cp.punjab.gov.pk/ViewTender.aspx. The response period will be calculated exclusively from the publication date on the PPRA website.
